History of Micang Avenue: From a Muddy Road to a Highway

With a history dating back over 3000 years Micang Avenue was previous known as the Micang Ancient Path.

The avenue shoulders the task of reshaping regional economy. Luo Zengbin the secretary of the CPC Bazhong Municipal Committee personally renamed it and saw to the launch of its three-year-long construction. Now it has come to be known as Micang Avenue.

The avenue has been warmly welcomed by the people and benefited them tremendously. It now takes only one hour instead of six to drive from Lianghekou to Guangwu Mountain. It is lauded by the people along the road as sincerely as they supported the Red Army 87 years ago.

The avenue comes with widespread fame. linking seven scenic areas the well-designed picturesque road is a mecca for backpackers.

The construction of Micang Avenue a Class-I highway that starts from Lianghekou County of Tongjiang Town and spans across the Nuoshui River to reach Guangwu Mountain is in full swing. The 97km-long road with an estimated total investment of RMB12.98 billion records a number of firsts among regional highways nationwide. With unparalleled complexity in the vast Qinling-Daba mountainous region the construction of Micang Avenue is deservedly a "megaproject".

Building a road across the mysterious realm so that the local picturesque scenery could be known to the outside is the dream of the locals who wanted to open up to the world for over 3000 years. In this sense Micang Avenue is not only a tether that unites the Gangwushan-Nuoshuihe UNESCO Global Geopark as a whole but an endeavor of the incumbent authority of Bazhong who strives to redefine the prospects of the local economy.

1. A Way Out of the Mountains—A Three-Millennium-Old Puzzle

"There's a place north to the South and south to the North. Where is it?"

It's Bazhong at the southern foot of the Micang Mountains in the Daba Mountains joining the Guanzhong Plain in the north and the Chengdu Plain in the south. Finding a way out of the Micang Mountains and opening up the channel of exchange between Bazhong and Guanzhong is an unfulfilled dream for more than 3000 years.

More than 5000 years ago the Ba people have been living in the Daba Mountains. More than 3000 years ago the Ba people began to walk out of the mountains and build a corridor in the deep valley of the mountains which we call today Micang Ancient Road. Micang Ancient Road which formed in the Xia and Shang dynasties ran across the Qinba region and joined the Central Plains in the north and Bashu in the south became an important channel of exchange between Bashu and the Central Plains.

For more than 3000 years Micang Ancient Road has served various dynasties. After renovation and expansion Micang Ancient Road measures more than 240km long from Hanzhong to Bazhong. It ran across Bazhong and branched out into Nanjiang Tongjiang Bazhou shaping an essential channel for political economic scientific and cultural exchanges between the north and south and boosting the prosperity of ancient towns along the road. The market towns of Enyang Xialiang Maoyu and Baiyi began to flourish. Bazhou as an essential transit point began to enjoy its heyday.

With the development of human civilization Micang Ancient Road has not only been a path for travels and trades but also a way for the exchange and integration of the cultures of the Central Plains and Bashu in Bazhong. The exquisite cliff-carved statues of Thousand Buddha Grotto in Tongjiang and Nankan Grottoes in Bazhou are the most powerful testimonies.

In ancient times the brave Ba people trod the depth of forests and created a path out of the vast Micang Mountain.

In the 1920s Bazhong planned to build the Bazhong-Yilong Highway in the direction of Chengdu which hasn't been put in use after 25 years; the construction of the Tongzhou-Bazhong Highway planned in 1939 wasn't commenced until 17 years later; the construction of the Pingchang section of the Daxian-Guangyuan Highway was commenced in 1948 and carried out intermittently until the full-scale reconstruction in 1956.

In modern times the people of Bazhong continued to venture on the course of Micang Ancient Road in their journey out of the mountains. In the 1960s Nanjiang County started to build the northward Ernan Road (Nanjiang to Nanzheng Shaanxi) along Micang Ancient Road which was carried out intermittently for many years due to extreme complexity before it was opened in 1984. In 1986 another road was opened along the ancient courier road for transport of lychees from Tongjiang County to Zhenba County Shaanxi. In 1989 another road was opened along the Hanbi Road a branch of Micang Ancient Road from Pingxi Tongjiang to Beiba Shaanxi. In 1993 when Bazhong was granted the status of a county-level city there were only two kilometers of railroads in Leba Nanjiang and no highways above the second grade. The proportion of below-grade roads was more than 95%.

Even today's transportation routes such as Chengdu-Bazhong Highway and Bazhong-Dazhou Railway are basically built along the Micang Ancient Road.

Striving to get out of the mountains and shake off poverty the people of Bazhong have not stopped in their endeavor of building an accessible transportation network. From 1993 to 2017 Bazhong has launched two rounds of construction of a local transportation network. Having achieved the significant achievements the locals' demand for efficient and comfortable travels remained unfulfilled. In the mountains of Nanjiang and Tongjiang some of the elderly have never got the chance to see the world outside. And this region also once became a hard nut to crack in the fight against poverty.

In the endeavor of transforming Micang Ancient Road to Micang Avenue the people of Bazhong have come a long way for generations from addressing the basic needs of "getting out of the mountains" to launching the high-quality development of "utilizing the local landscape". They used to tread on muddy paths but now they are witnessing the birth of a comprehensive transportation network incorporating all kinds of infrastructure such as railroads and highways and a local airport.

In the vast Micang Mountains building an unobstructed high-grade road so that the breathtaking local scenery can be known to the outside world has been a dream of the locals for 3000 years.

2. Beautiful Scenery Remained Unknown

Although the mountains stand in the way of people's travels they have given birth to a wealth of produce beautiful natural landscape and a splendid culture with 5000 years of history making Bazhong a unique place on the north-south watershed of China.

32° N is the geographical coordinate of northern Bazhong. This is a magical number. On the belt of 32° N there are not only mysteries of mankind such as the Egyptian pyramids the Hanging Gardens of Babylon and the Mayan civilization but also mysterious and exotic natural landscape such as the Bermuda Triangle the Yarlung Tsangpo Grand Canyon the Himalayas and the Shennongjia. Bazhong of course has the stunning scenery that is unique to this magical latitude.

The convergence of northern and southern climates allows Bazhong to capture the beauty of both regions. The cold air from the north rushes southward after being blocked by the Qinling Mountains that sharply reduces its momentum and arrives at the Micang Mountains through the Hanzhong Plain like a spent bullet. The warm and humid air from the south goes northward along the Chengdu Plain and travels across the southern foot of the Micang Mountains joining the cold air from the north in the mountainous areas of northern Bazhong. Their convergence creates a spectacular belt of tourist resources: gorges pools waterfalls mountains peaks stone forests caves and basins which are the best part of the natural scenery. Covering 12300 square kilometers Bazhong is home to 19 4A-rated scenic areas and major national parks. As the jewel in the crown on the watershed of China's north-south karst landform the Guangwushan-Nuoshuihe UNESCO Global Geopark is dubbed a natural geological museum in China and the world for the study of the formation and evolution of ancient continents and the Meso-Cenozoic intracontinental orogenic belt.

Despite the breathtaking beauty the local scenery remains obscure. Although at the geometric center of Chengdu Chongqing and Xi'an the beauty of Bazhong is still known to few due to transportation constraints. In the industry of domestic tourism Bazhong is a diamond to be found.

The first Guangwu Mountain Red Leaf Festival held in 2002 was viewed as an attempt to publicize the beauty of Bazhong. After 18 years the event has finally become a calling card of tourism in Bazhong and even Sichuan. Due to reasons such as the backward transportation system the Guangwushan-Nuoshuihe UNESCO Global Geopark was unable to create the impact worthy of its name.

When the Qingcheng Mountain and Dujiangyan shot to worldwide fame and Jiuzhaigou Valley Huanglong Emeishan Leshan Giant Buddha and other premium scenic areas teamed up to make a fortune the Guangwushan-Nuoshuihe scenic area because of its lack of a high-quality "tie-up" failed to achieve effective publicity of scenic spots route planning product structure image shaping and other marketing fronts. The scenic spots didn't form an entirety resulting in the low conversion rate of tourists and the poor added value of tourist products.

To live up to the reputation and reap the benefits of a world-class geopark and world-class scenic spot it is urgent to further for Bazhong to open up especially Nanjiang and Tongjiang in the north and to solve the issues of transportation in the Guangwushan-Nuoshuihe UNESCO Global Geopark.

To effectively incorporate two individual scenic areas into one by building a high-grade highway in the mountains and mountains is a task of the new era. To truly benefit from the lucid water and verdant mountains into the silver mountain boost the emerging industry of the city and find a path of green development suitable for Bazhong calls for the wise decision-making and efficient implementation.

3. Dauntless Problem Solvers to Advertise the Stunning Beauty of Bazhong

To better understand the geographical strengths Bazhong and the shift from "addressing the needs of people's livelihood" to "addressing high-quality development" one must have a broader vision.

The terrain of Bazhong is high in the north and low in the south and the northern mountainous area is rich in scenery but weak in infrastructure hence its slow development. While the locals are still struggling to get out of the mountains what can they do to attract visitors from outside?

The construction of a high-grade highway in the mountains longitudinally stringing the beautiful scenery together is the ultimate solution to boosting the development of the northern mountainous area of Bazhong.

It took the locals more than 3000 years to build a single path across the Micang Mountains. Is it possible for a prefecture-level city to take on the construction of a longer high-grade longitudinal highway in the mountains given the complexity and the required total investment of the megaproject? It is an unprecedented feat at least in the vast Qinba region.

The visionary decision-makers in Bazhong have keenly spotted and seized the opportunity in a national policy. The introduction of the National Plan for the Revitalization and Development of the Sichuan-Shaanxi Old Revolutionary base Area provides effective support for the development of Bazhong. Since then the CPC Bazhong Municipal Committee and local government have led the 3.8 million population of Bazhong to sound the "rallying cry" for green development and high-quality development.

2017 is destined to be a noteworthy year. In December the Fifth Plenary Session of the Fourth CPC Bazhong Municipal Committee was successfully held. The event finalized strategies such as the implementation of the "six breakthroughs" reinforcement of the "six promotions" and the construction of a role model area for the revitalization of Sichuan-Shaanxi Old Revolutionary base Area and reinforcement of the efforts to fight against of poverty and facilitate green development of the Qinba region. Among the "six breakthroughs" the breakthrough in transportation ranks second.

Route Survey in the Mountains

Subsequently the Bazhong Municipal Government issued the Opinions of Bazhong Municipality on Launching the Third Round of Construction of A Local Transportation Network putting a premium on traffic in the city's development strategy. With a focus on "intensification networking and upgrading" Bazhong endeavors to build a comprehensive transportation system within five years characterized by six longitudinal roads six horizontal roads three ring roads and one air route. It is expected to build Bazhong into an accessible and efficient comprehensive transportation hub in northeast Sichuan support the development of the city and maximize its strengths.

In the following two years the city has made so many achievements one after another in the construction of transportation that the locals are no longer surprised.

In November 2018 the Bazhong-Shaanxi Expressway was opened which made Bazhong truly part of the nationwide high-speed transportation network. On February 3 2019 Bazhong Enyang Airport was up and running and has opened eight routes from Bazhong to Beijing Shanghai etc. with the occupancy ranking second in Sichuan's civil airport flights. In April 2019 the construction of the Nanchong-Bazhong section of the Hanzhong-Bazhong-Nanchong High-speed Railway was commenced. In December 2019 the Bazhong-Tongjiang section of the Bazhong-Wanyuan Expressway was opened. Now the preparation for the construction of Zhenba-Bazhong Expressway and Cangxi-Bazhong Expressway is in full swing.

As the construction of a comprehensive transportation network incorporating all kinds of infrastructure advances highways in all directions begin to emerge and the strategy that envisions a new balance toward increased domestic reliance takes effect the people and decision-makers of Bazhong however have a greater ambition. After solving the transportation issues they plan to boost the development of the city by relying on Bazhong's unique tourist resources.

In May 2018 the CPC Bazhong Municipal Committee and local government issued the Opinions on Accelerating the Development of All-for-one Tourism which aims to promote the development of all-for-one tourism accelerate the construction of a popular tourist city and build Bazhong into a nationwide renowned tourist destination and forested recreational destination. In doing so Bazhong will pave the way for setting an exemplary role model for the revitalization and development of Sichuan-Shaanxi Old Revolutionary base Area and find a new path for green development and the battle against poverty in the Qinba region.

For Bazhong's endeavor transportation is the key. The design of Micang Avenue by the Fifth Plenary Session of the Fourth CPC Bazhong Municipal Committee three years ago is the answer to a 3000-year-old struggle.

The beauty long hidden in the mountains after 3000 years is bound to be unveiled to the world by the Bazhong people.

4. Three Years of Expedited Construction and More than 300 Approvals

Finally the long-planned project of Micang Avenue came to fruition. Three years is all the time it takes for the Micang Avenue project to go from preparation to implementation. For those who promoted the project of Micang Avenue their work every day is a race against time and a "mission impossible".

Now the full-scale construction of the Micang Avenue has turned the impossible into reality. However only those who have invested time and efforts know the hardships they endured during those three years.

The implementation of the project required more than 60 procedures and over 300 official seals.

How complicated is it really? Let's look at a set of data first.

In the initial planned workflow the project was expected to have 60 procedures involving more than 20 provincial departments alone. And eventually as the project proceeded more than 300 times official seals were required with each approval in need of 18 signatures from multiple provincial departments. Within a year of the project's launch the leadership of the CPC Bazhong Municipal Committee and local government led their teams to Chengdu for more than 10 briefings. The siting of the project had 18 pre-requisites involving the provincial municipal and county-level multi-departmental coordination. There were nine alternative routes. During the geological survey nearly 2000 wells were drilled for sampling with the deepest bore reaching more than 1100 meters below the ground. A four-member team of the Bazhong Municipal Highway Bureau stayed in Chengdu for three years always on the run between departments...

The idea of building a high-grade highway connecting Guangwu Mountain and Nuoshui River was conceived seven years ago. In 2013 the preliminary work of the project was started. However it has been difficult to make substantial progress because the project is too complicated. In 2016 the work on the project was restarted. Soon afterwards it again encountered difficulties and was on the brink of failure.

"At that time I just took office as director at the municipal highway bureau. Soon after taking over the project China launched the nationwide inspection on environmental protection posing many difficulties in front of us. The project was suspended soon after it started." Said Wu Xueyi Deputy Director of the Bazhong Municipal Transportation Bureau. He added that many people involved in the project at the time felt that the project was mostly likely aborted.

In 2017 the new CPC Bazhong Municipal Committee decided to implement the Micang Avenue project and make it a landmark project in the third round of the transportation construction. The preliminary work of the project which had been shelved for 14 months was restarted and accelerated.

Unlike the major projects that Bazhong had previously applied for approval for which were led by higher-level departments this high-grade highway is a local one and all the work has to be done independently by Bazhong. Its work is characterized by many elements such as the approval of departments and extremely complex procedures.

After initially sorting out the workflow of the project everyone gasped. The 60 procedures included pre-approval of feasibility report preparation of engineering feasibility report and approval of environmental impact assessment involving more than 20 provincial administrative departments such as the development and reform commission transportation and finance. It was estimated that the project would need more than 260 official seals. The subsequent work was actually more difficult than expected involving more processes and ultimately more than 300 stamps.

The siting process alone involves 18 prior approvals. For example the general urban plan of Tongjiang and Nanjiang needed to be adjusted. After several rounds of communications and program adjustments with provincial departments the permit was finally granted in October 2018 paving the way for the next step.

The leadership of the CPC Sichuan Provincial Committee and Sichuan Provincial Government also put a premium on the development of Bazhong. Peng Qinghua Secretary of the CPC Provincial Committee attended several briefings of the project and gave specific instructions on the work to be carried out. Yang Hongbo Vice Governor of Sichuan Province followed up on the progress of the project and personally coordinated to solve the specific problems in the project. Competent provincial departments passionately supported the revitalization and development of the Sichuan-Shaanxi Old Revolutionary base Area and proactively provided guidance.

Luo Zengbin Secretary of the CPC Bazhong Municipal Committee devoted his heart and soul into the project. He not only personally planned and pushed forward the project but also named the project "Micang Avenue". Within a year after the project was launched he led over ten visits to national ministries the CPC Sichuan Provincial Committee Sichuan Provincial Government and provincial departments for coordination.

"Micang Avenue is not only the city's key transportation project but also a major tourist infrastructure projects. It's especially significant to accelerating the development of tourism in the Guangwushan scenic area. To guarantee the implementation of the projects all hands must be on deck." During his regular trip to the site for supervision Luo Zengbin would ask about the progress of the project.

He Ping Mayor of Bazhong has led his team many times to Sichuan Provincial Government and competent provincial departments for coordination. While going on regular field research He Ping chaired the executive meetings and seminars of Bazhong Municipal Government in a bid to speed up the implementation of the ground.

Inspired by Luo Zengbin and He Ping other leading figures of Bazhong Municipal Government also took the initiative to hold special meetings and on-site office meetings to study and solve problems.

In accordance with the strategy of Bazhong Municipal Government Bazhong Municipal Transportation Bureau has deployed its best and brightest to form an elite working group which has been permanently stationed in Chengdu for three years to follow up on the approvals.

"Behind each procedure a number of documents have to be prepared; behind each document the corresponding laws and regulations are involved. Aside from the support of competent municipal departments the CPC committees and governments of Nanjiang and Tongjiang saw the project as their own. The completion of every process and every document takes a lot of effort." Wu Xueyi said.

Every document is the fruit of perspiration.

"I have been working in the system for 40 years of which 36 years was spent in the transportation system. I have never seen such a complex project." Said He Bei 56-year-old chief engineer of the Bazhong Municipal Highway Bureau. He had participated in almost all of the previous local highway projects in Bazhong. "The complexities of all the past projects combined pale in comparison with Micang Avenue." The complexity of such a "megaproject" was beyond imagination.

During the preliminary survey of the project a four-member team traveled through the mountains all year round. "Initially it was impossible to find our way and we were dizzy from wandering in the mountains." In many places there was no road at all which was quite intimidating. Most of the time the team had to travel on foot. In the past three years the team has made no less than 20 trips to the route along Micang Avenue.

Li Ge the 33-year-old head of Micang Avenue project team who graduated from Southwest Jiaotong University had participated in a number of large domestic construction projects such as the Hong Kong-Zhuhai-Macau Bridge. Even for him the preliminary work of Micang Avenue was difficult.

To know the geological conditions of the alternative routes wells are drilled and samples were taken along the routes. "We must sample from spots deeper than the depth of the planned road" said Li Ge. For example the Shuangfengya Tunnel from Huitan to Tiechang River is more than 900 meters deep in the ground required the survey team to sample soils from more than 1100 meters deep underground. Nearly 2000 wells were drilled along the avenue and more than a dozen drilling teams worked for more than a year during which they had to overcome many difficulties such as carrying machinery and equipment while traveling in the mountains. It took a team of four or five people more than a full year to drill one of the sampling wells with a diameter of 12cm.

Ground survey results showed that the route along Micang Avenue is a "geological museum" that included hazards such as gas caves underground rivers gushing water and potential rock bursts as well as bedding prone to collapses.

The complex geological structure inevitably increased the complexity of construction and the capital investment of the project which was another hurdle for the project.

"Long-term tolling of highways transitional tolling of Grade-1 highways and the abolition of tolls on Grade-2 roads and below is the general trend. In order to amplify the role of highways as a driver the avenue must be a Grade-1 highway rather than a fully closed one. However the financial costs are too huge for Bazhong's finance authority to afford on its own for which we must take tolls into consideration" said Wu Xueyi. In the past ten years Sichuan hadn't approved tolls for any new local road and obtaining a toll permit is crucial for the implementation of Micang Avenue to materialize.

Therefore Bazhong studied regulations refined its plan and visited the corresponding provincial departments. A projection of a bridge on the Nuoshui River overlapped with the edge of a core scenic area and given its adverse impact on the core scenic area the route must therefore be reconsidered. Just because the bridge was lengthened and a tunnel was added the investment was increased by more than RMB60 million.

Where there is a will there is a way. In April 2019 the toll booth project of Micang Avenue was finally approved. On the thin page of the application sheet there were 18 signatures from the corresponding offices of multiple provincial departments.

"We must race against time to get the green light for our projects from the provincial department. Don't take the elevator if stairs are available." Chen Juan a member of the project team said that there was a procedure involving multiple offices and bureaus and 20 signatures were needed for five documents. Four project team members worked closely with each other and completed the task within 6h the efficiency of which has impressed the provincial departments.  In another case Chen Juan and Li Ge paid a temporary visit to an office of a provincial department but unfortunately the staff was out for a meeting. So they chose to stay and wait for their return.  On a stuffy aisle they wait and took turns to get some fresh air from the tiny window at the other end of the corridor. Finally their efforts were paid off and they got the approval.

A general project may hold up to three expert review meetings but Micang Avenue Project had seven sessions. Behind each meeting were restless days or weeks of hard work.  At the last expert review meeting several members of the Bazhong Team waited outside the meeting room for over 5 hours.  Everyone burst into tears when they heard that the project was approved. Li Ge finally had time to call her 3-year-old daughter for the first time in 5 days.

Looking back on the painstaking process Wu Xueyi was overwhelmed with emotions.  He said although it was a hard journey the most important thing was that this project had been approved and it prepared a group of people for the further development of transportation in Bazhong.

The most heartwarming: the project team enjoyed the welcome as warm as for the Red Army decades before of people along the route

The eager anticipation and support of the people along the route are another major driving force for the implementation of the project.

"People along the route came to greet us as if they were welcoming the Red Army." In the course of route reconnaissance local people were always ready to lead the way.  When digging wells for sampling in Huitan though the mountains were too steep to transport machinery and equipment the villagers enthusiastically volunteered to help to carry them on their shoulders without expecting anything in return.  While nearly 2000 wells were dug across the line which inevitably caused damage to the crops of the villagers there was no case of compensation claim reported which is very rare for large-scale construction projects.

As an extra-large bridge was planned to be built in Huangxia Village Huitan Guimin Town the villagers warmly welcomed the team and every one was willing to help lead the way if needed.

To accurately survey the geological conditions of the Shuangfengya tunnel the geological survey team stayed there for operation for many years. Instead of complaints local people often helped guard the wellheads that had been laid.

When a 2900m-long tunnel was planned to be built in Wanchanggou Village Nuoshuihe Town it's not uncommon to see local villagers bringing in freshly cooked eggs during the geological survey of the project team.  The 72-year-old Wu Yingyi remarked that he had seldom traveled out of the mountains in his entire life and found no reason not to support the construction of Micang Avenue passing by his door.

Though it's common for people to plant and build as many as possible before start of the construction project once land requisition and demolition began no case of this sort was seen on Micang Avenue.  Persons in charge of the Nanjiang Coordination Office and the Tongjiang Coordination Office all said that people along the route highly cooperated with the project and followed the rules. "Occasionally before planting some vegetables for the current season the villagers would ask for approval in advance."

Facing the generous help and support from the villagers the project team also racked their brains on how to bring more benefit to people.  The project team performed their work in a meticulous and practical manner while trying to contribute to both local poverty alleviation and long-term prosperity.

The most advanced design and construction concepts are benchmarked against the "most beautiful road" in China

From the moment the layout began Micang Avenue was intended not only a road for the travel of people but a systematic project to integrate economic development travel tourism and healthcare & recreation.  How to achieve it?  More scientific design and more advanced concepts are the answer.

"In the beginning we declared as per the standards of local Class-I roads. Some argued that the standard was too high for a prefecture-level city and a second-level road were more suitable.  Through massive analysis and evaluation the consensus was finally reached to build as per the 20m width standard for Class-I roads." Wu Xueyi introduced that it was a standard unusually high for a mountainous region.  Later several review experts visited the site. Especially after their experiencing the unparalleled beauty of the scenery along the route they suggested that the road should be expanded to 23m in width.

Don't underestimate the 3m extension. It offers more possibilities  such as the design of a slow travel system.

As an advanced concept emerging in recent years the slow travel system incorporating the lanes post stations viewing platforms and farmhouses for leisure not only allows tourists to fully enjoy their trip but also contributes to tapping the potential of local tourism.

To set up the lanes for slow walk the project team also went to Ningxia and Guizhou to investigate the currently "most beautiful road" in China along the Yellow River and Chishui River learn the specific measures to set up the lanes and apply the latest tourist design concept to the building of Micang Avenue.  In the end Micang Avenue set up a 29km-long lane in three sections to enhance tourists' sightseeing experience on foot and by bike. The setup of a good many viewing platforms and post stations has enriched the travel experience.

For a more scientific design the team came up with nine route types including one recommended route and eight alternatives though other projects have only three alternative routes.  Viewed from the comprehensive evaluation the finalized route undoubtedly has the most scientific design and the highest efficiency of transportation tourism and development.

Recently while the construction is progressing steadily at the test section the construction and supervision units along the route have fully entered the site to mark the official start of construction of the Micang Avenue.

5. Build a "super project" to reshape the development pattern of regional economy

As an important part of Bazhong’s construction of a comprehensive transportation system 53 key supervision projects of the provincial Party committee and 2020 key projects of the provincial government Micang Avenue the "super project" running cross Micang mountains as scheduled to complete in four years is of tremendous realistic and economic significance.

Without a doubt Micang Avenue will create new growth points for Bazhong and drive the all-for-one tourism development in the city contribute to poverty alleviation and rural revitalization and support the economic development in northeast Sichuan with an extensive impact on the economic patterns of the wider Qinba region.

Upon its construction the distance between Guangwu Mountain and Nuoshui River will be shortened from 120km (a 3h drive) to roughly 40km (a half-hour drive). The distance between Guangwu Mountain to Lianghekou of Tongjiang will be lessened from 260km (a 6h drive) to nearly 90km (an hour drive).  The construction also upgraded the driving experience.  Running through the mountainous region north of our city the Micang Avenue consisting of three provincial highways will be built to effectively connect two expressways and two national highways. In the end it will greatly enhance the availability of traffic infrastructure along the route help improve Bazhong's road network make available the channel connecting Bazhong with other regions of Sichuan and facilitate Bazhong's integration into the "Chengdu-Chongqing Economic Circle" "Guantian Economic Zone" and "Da-Kai-Wan Inter-city Economic Circle".

Micang Avenue effectively connects seven important scenic spots in Bazhong along the route from Bacheng to the Red Army Martyrs Cemetery in the Sichuan-Shaanxi Old Revolutionary base all accessible within half an hour by expressway.  It is conducive to forming a fast convenient and comfortable travel link building a comprehensive tourism transportation network of "fast arrival and leisurely travel" accelerating forming the new pattern of "transportation + tourism" integrated development enriching the new connotations of "landscape corridor picturesque Bazhong" and promoting the all-for-one tourism development.

Micang Avenue in an irregular “V” shape will directly benefit 200000 people in 17 townships in Tongjiang County and Nanjiang County.  Xiqing and Huitan which are synonymous with remoteness and backwardness in Nanjiang will get rid of the location disadvantage for thousands of years. In the meantime it will improve the production and living conditions of remote rural areas and farmers in the northern part of Bazhong on a larger scale which is of great significance for rural revitalization.  From 3000 years to 3 years from 6 hours to 1 hour from Micang Ancient Road to Micang Avenue from aspiration to ambition the indomitable and unstoppable characteristics of Bazhong people have been highlighted in the new era.
